Pitch-black rails fix

Sets the correct compression format for the weapon attachment rails' masks texture to fix them being overly darkened by ambient occlusion data that is supposed to be stored in the blue channel (but isn't present due to the two-channel BC5 compression format they are currently set to in-game). This will hopefully be addressed in a future patch but regardless here's a fix in the meantime.

This fixes the rail attachments being too dark for the following weapons:

- MP5A3
- OTs-14 Groza
- AKS-74U
- AS Val
- PKM
- APS Stechkin
- Saiga 12k
- MAC-10
- Remington 700
- PP Bizon
- M14
- SVD
- SVU

Compatibility should generally not be an issue but mods that change the rail textures/references could potentially clash.
