If you're having troubles with making it appear in-game, make sure that no other resource has highlander textures included. Go through your custom gros and make sure none of them contain highlander textures. You could also manually extract this file into your folder and that will probably overwrite any other gro.

@JesterOfDestiny Thanks, the only downside is that the new textures/models aren't showing up on Nettie. But that's okay.
