No Low-Level EXP-Penalty

Removes the EXP-penalty for underlevelled characters. Normally, once you are more than 10 levels lower than the map level, you will lose 15% EXP per additional level, until you only gain 10% EXP in total. Levelling is very slow as is, and this is just unnecessary. Works standalone.

Primarily intended to be used in Coop together with my "Skippable NGPs" mod.
