Less Punishing Smokeleaf

Description
Lowers Smokeleaf consciousness penalty to 10% and makes addiction effectively impossible (for now at least).

Based on Realistic Smokeleaf by daedelus but rewritten and updated for 1.6

Marked as incompatible with the original mod, use this or the other one.

Stayed the same as original mod:
- Mood bonus - 20% from vanilla 13%
- Consciousness penalty - 10% from vanilla 30%
- Kept addictiveness at 0 for now - Unsure still if I want to change this or not.
- Does not prevent new colonists or enemies showing up already addicted.

Changes from original mod:
- Patched Smokeleaf def instead of replacing it, which also removes the (albeit seemingly harmless) red errors due to other things in the base game XML being updated/changed.
- Moving penalty raised from -11% to -15%, so still less than the -40% vanilla Smokeleaf gives, taking into account the Consciousness penalty, also I like round numbers.
- Changed tolerance gain back to 3% per dose from 1%, and tolerance lost per day stayed at 1.5% per day - feels more realistic to me, because as it was, even if the pawn smoked once a day every day, the tolerance would be gone the next day. This way pawns that smoke every day still gain tolerance, making it feel more realistic in my opinion.

As of right now with the tolerance changes, it reintroduces the vanilla risk of Carcinoma and Asthma developing on the pawn with a 0.55% chance per day for Carcinoma at 40% tolerance, and 0.55% chance per day for Asthma at 50% tolerance, with both ramping up to about 0.75% chance a day at 100% tolerance. If your pawn smokes one Smokeleaf Joint per day, every day, it takes just over a year to hit 100% tolerance (~67 days at +1.5% tolerance per day).

I am going to play for a while like this to see how it feels but I may end up tweaking it at some point based on feedback and my own experiences, as I tend to grow it in most every colony for the mood buff and recreation, especially when I use the High Life meme.

I am open to feedback / suggestions, but ultimately I made this mod for myself, so I am going to go with what I enjoy most.

So I'm not sure if this is something that changed recently or I just never noticed it but it appears that because its marked as always safe from addiction, Rimworld just *doesn't* load the addiction section of the Smokeleaf Def file, which is where the stat for it refilling the need bar on addicts is.

So to fix it I've done a bit of a hack, which allows that bar to be filled, while still effectively removing the chance of new addictions forming. I made the minimum addiction tolerance 110% and gave it an addiction chance again, but since its impossible to get to 110% tolerance it becomes effectively impossible to gain a new addiction while allowing it to fill the need of already addicted pawns, or pawns that get the need bar from memes / traits.
