Unique Unit: Devil Dog
The Devil Dog is the unique Marine replacement for America under Woodrow Wilson. Unlike the standard Marine, the Devil Dog is unlocked much earlier, at Refrigeration. However, it is weaker and takes less time to train. This allows access to the Marine's embarkation bonuses much earlier. The Devil Dog can also enter foreign territory without an Open Borders agreement and, when stacked with a Civilian or Great Person unit, grants this ability as well as its embarkation bonuses to the stacked unit, making it easier to escort your Peace Commissioners to City-States you want to influence. Upon researching the Penicillin technology, existing and newly trained Devil Dogs gain additional Combat Strength.

Unique Unit: Peace Commissioner
The Peace Commissioner is the Great Scientist replacement for America under Woodrow Wilson. The Peace Commissioner can be sent to the borders of a City-State at war with another major Civilization and expended to increase your Influence with that City-State. The amount of Influence gained increases by 10% for each active war the City-State is involved in (up to 100%), so long as it is not at war with you. If the City-State is not at war with any major Civilizations or if it is Allied with you, the Peace Commissioner can be expended for Culture instead. Use Peace Commissioners to spread your diplomatic or cultural influence among war-weary City-States.
