Ryakudatsu

Ryakudatsu, an innocent-looking girl who is actually the captain of a merciless pirate crew. She sports strong disjointed attacks due to her rapier, which is an extremely versatile weapon. It's much more damaging at the hilt, but its magic-charged tip allow her to stun opponents, although at the cost of weaker launching power and damage.

NEUTRAL SPECIAL: CUTTING RAINBOW VAPOR BLADE
Shoot out a spinning projectile, which will home into an enemy after a few moments. To delay the homing section of the attack, hold down the Special button. It has a five second cooldown after its initial shot. Using it again during the cooldown period will result in a single, wide slash, which is fairly weak but can help in combos, and slightly stalls her in midair.

SIDE SPECIAL: CANNON LUNGE
Dash forward with the rapier held out, performing a strong lunging sword attack. Hold up or down before the lunge to change its trajectory. The downwards version, on the ground, will cause her to stab the sword on the ground and great an unblockable explosion. Using it for a second time onwards in the air will not yield a lunge, and will just be a stab.

UP SPECIAL: WIND SLASH
Slash downwards, shooting a wide wind shot. Can be used up to two times, and the timing can be mixed up. The first slash will always launch opponents at an upwards angle, while the second one will always launch them at a downwards angle. The first hit is especially strong for combos, since its upwards launch sets up the opponent for a follow up aerial attack. The second slash launches Ryakudatsu much higher than the first slash, making it quite powerful as a recovery, but will also put her into special fall, unable to attack, jump, or dodge until landing.

DOWN SPECIAL: AGILITY
Dash forward a short distance; if used in the air, dash diagonally downwards. During the dash, it can be cancelled into an attack or a jump if there are jumps left to use.

ULTRA: PIRACY
Fairly fast command grab. Upon grabbing an opponent, hold them up and then stab them. Deals generous damage, and has decent KO power. Ignores shields.

The strength of the tipper stun tipically depends on the strength of the attack, with Strongs having the most amount of stun.
Ryakudatsu means "Plunder" in japanese, if Google Translate is to be trusted.
She's a cutie patootie and has committed war crimes, as fictional characters tend to do.
Has a Dash Grab and Pivot Grab in addition to her regular grab. Does not apply to her Ultra.
