Hegemons as Government Reforms

Description
This mod allows you to pick a government reform that will mimic the effects of being an hegemon. You can't stack being an hegemon with the reform. What you can do is ally other tags with said reform.

If you find anything that isn't working please report it so that I can fix it!

I like this proposal. But for the economic hegemon, I think it should have Interest Per Annum and Monthly Admin. Naval should have Monthly Diplo and Morale of Navies, and Military maybe gets some morale of armies, I don't know. Either morale for both or army/navy tradition for both.
