Changes bill max from 15 to 100

Should work for all things that have the add bill tab on them.

Thanks for the encouragement! I'll bet it's because I have my source included and not just the patch. That's a quick fix now that I know about publisher plus. :)

The Blind One, smaller number of bills. I actually didn't see they updated the KV one. This one is larger number, that one is near integer limit.
