Fixed Planetary Ascension Tier

Max planetary ascension tier is fixed at 10.
Unaffected by empire ascension count. Planet ascension can be performed from game start if resources permit.
Compatible with mods that vastly increase empire ascension cap (e.g., Reworked Advanced Ascensions). This mod prevents balance disruption caused by excessive ascension tiers.

New Buildings & Jobs

Adds two new buildings that reduce empire size from pops and districts. Effectiveness scales with [Empire Ascension Count], generates [Local Administrator] jobs.
New jobs require Unity maintenance, with cost proportional to planet population.
