This is already the sixteenth mod I've created. The reason for making this mod is that I really like TV series, movies, comics, and novels (as I think I've mentioned before)... so I created this mod. Regarding the balance... I apologize. I hope you have a good gaming experience while playing it.
This mod adds a new leader, Jim Hacker, to England.

Leader Ability: "Yes, Prime Minister"
Gain 1 Governor Title upon unlocking both the Political Philosophy civic and the Writing technology. When a Governor is promoted, gain a random Eureka and Inspiration (if available). Spending Governor Titles grants a one-time burst of Science and Culture equal to 200% of your current per-turn output of each.
Has access to the unique Governors Sir Humphrey Appleby and Bernard Woolley.

+2 Amenities. Gain a Builder upon establishing in a city. Upon establishing in a city, invest 25 unused Production into that city. +3 Diplomatic Favor per turn.

+30% Culture in this city. Gain 75% of the usual yield when harvesting or removing resources. Settlers no longer consume a population. +1 Culture, +1 Production, and +1 Faith per Citizen in this city.

Political Acumen:
Other cities within 9 tiles gain +6 Loyalty per turn towards your civilization. Can be assigned to a City-State, counting as 3 Envoys.

Districts can be purchased with Gold. -25% Gold cost for purchasing Districts and Buildings.
