Neptune 16k fix by Mystic

I was looking at the SE workshop page and came across a cool looking mod for Neptune which gives it a 16k texture based on the latest Hubble image, unfortunately it didn't seem to work for me and others (based on the comments). So I decided to make a fix for it, which is what this mod is about.
