To install a custom skin like RadioactiveDjScully on the Steam Deck, you probably need to switch to Desktop Mode first.
Hold the Steam button, go to Power, and select "Switch to Desktop".
Once you're in Desktop Mode, open the file manager (called Dolphin).
Go to the folder where Killing Floor is installed. It's usually in: home/deck/.local/share/Steam/steamapps/common/KillingFloor (you might need to enable hidden files with Ctrl + H).
Unzip the RadioactiveDjScully folder there.
Inside that folder, move the DJ_Scully.upl file into the System folder inside the KillingFloor folder. If it asks to replace, accept it.
After that, go back to Gaming Mode and it should work.
Hope that helps! Maybe someone with more Steam Deck experience can confirm or correct this.
