Global Economy Bailout Fund

Adds a new policy which improves the health of the global economy while reducing patriot approval. The cost/benefit ratio of the policy is determined by the health of the global economy. It is possible to turn a profit when the global economy is strong.

The screenshot above is on the second turn as the United States, when the global economy is at around 70-80%. Be warned: when the global economy drops this policy will become more expensive, to the tune of around 250b. This policy will not prevent the global economy from crashing to 0, but it will delay the crash or slow the rate. The game uses very heavy equations to pull the global economy up and down, and this policy will tilt the scales in your favor a bit more. It is active during recoveries as well, and will help the global economy stay in good shape for longer.
