Sets Top speed to Approximately 104.4 m/s for everything at cap. Suits move 5% faster. Yes, this is the Vanilla speed.
Speed hacks can be made client side currently, so this allows servers to disable said hacks by overriding the file. After talking with Keen, there is no plan to fix this client side hack in the near future, so to prevent any users from using speed hacks its adviasable to have a speed setting mod on your server.

Be advised that as this modifies the Environment.sbc file, it may override other settings you have in game for your environment. Tested with a few skybox mods without confict.
