Description
Simply removes the effect of Year from the Rare Earth Crisis situation, making it more manageable for long games

Rare earth metals aren't called that because they're in danger of running out, just because they're in low concentrations. It was rather stupid how it was put in.

The Year Effect was probably intentionally put in by the dev to tell us that no matter what we do, it's already too late to reverse the effects of past and current policies (on a national and global scale), that collapse is inevitable, that we're screwed anyway

Thank god for this... That was so annoying -.- Had PERFECT relations, had mining and everything, rare earth crisis -.- By this time my space program shoulda been mining asteroids and such :|

I think the year factor should be part of the situation, but I know how annoying it can be, instead, a mod about recycling metal should be made to balance yearly use. Also, I think the guy below is right, space mining would be interesting considering there is the possibility of a colony on Mars.
