A vanilla overhaul that gives better gameplay:

1. Gives +19 more Grants
2. Cheaper materials and staff prices
3. Less prison fights and riots
4. Less prison contraband
5. Changes some room requirements
6. Sofa and bench can now be used for comfort and sleeping respectively
7. Dog Handlers now carries a baton.
8. Added function to more objects.
9. ++ more game changes
