Blue Screen of Death (LCD Panel) [Broken]

Description
Adds the infamous Blue Screen of Death (with a humorous message from the computer) to the LCD Panel as a texture.
Currently broken due to localization, will be edited soon.

It's broken because the localization update changed how the file looked a bit, and I was too lazy to fix it given that there was zero documentation on how.

I'm ashamed that nobody has noticed the error in text that I've been too lazy to fix. ;P

It actually works perfectly fine for DX11, but I was told that the brightness is different from what it would be if I made the DX11 textures. Put the [DX9] there just in case, but I've never had problems running it.
