I have no idea. It could be due to a paradox update. Sorry I couldn't be more helpful, this could be a wait and see situation.

when i plop this, it overrides the sand and makes it grass. Is this a setting issue, or is there a fix for that?

It was a while a go I made this but I believe it counts as a park (recreation facility).
