I have it sitting in the middle of my Island with a highway going around the outside that the top roads connect to.

Like I said before though, you need to fix the in roads on the bottom portion to all one way in. It funnels the traffic better. At least until I fix it a bit. I plopped it in my city but I haven't expanded that far yet. I want to see it in real time, and how it effects my city before I change it to re-upload it.

* This is what happens when you let the mayor's cousins, third wives younger brothers's sister's husband do the road work.

lol. It actually isn't as good as it could be. You need to add one ways into the bottom portion but then it works.
