I couldn't find any fence objects (though I didn't look very hard, i'll have to check again.) And yeah, it should attract citizens/tourists and provide entertainment :B1:

I like the idea! Does it attract people like a park? I think it would be nice to have a much larger area for it with a fence around and a changing building! I hope you do more! Great work!
