In San Antonio, there were two ways you could take the Interstate while driving downtown. You could take the overpass or drive underneath (if you were planning on exiting). This is my take on that in Cities: Skylines.

You'll notice that I didn't include ramps for the highway. This is intentional. The overpass entrances would be much farther from the cross streets so if you wanted to just drive through downtown, you could.
