This mod gives a generous starting amount of money at $900,000. It gives free movement of buildings and full refund cost of any building at any point. The initial amount of money can take up to 4 seconds due to how it had to be coded with the given framework. This is meant to make redesigning the city easier without leaving on infinite money so you still want to create a profitable city. If there is demand I can break it into two mods, one with free moving and refund all construction costs and the other with large startup capital.
