Cul-de-sac / small roundabout

Description
A cute small roundabout, complete with a sorry excuse for a park in the middle.
Great for tiny villages, or as end points in curly-wurly neighbourhoods.

For easy placement, has no limbs when you're plotting it.

One point of feedback though, it's pop cap is 4.400. by then I already have made all my curly-wurly neighbourhoods.. :( I would love to have it early, possibly from the beginning, it would make a great foundation for the beginning.
