Rename Mod

Description
Decreases the rarity and cost of diplomatic cards influencing the renaming of Systems, Planets, and Flagships.

I grew tired of waiting for these cards to pop up and having them cost diplomatic points for something that should be free and inherent to UI (IMO). These cards will take up spaces for other cards, so consider yourselves warned.

Ran game for 24+ hours with no problems - no conflicts of which I am aware.

First Mod, so any suggestions are appreciated.

@Xionanx Hmm... I wonder what that says about bureaucracy, both in-game and IRL. :P

Yeah, adding the cards to the planets and putting them on a cooldown timer would be the way to go IMO. I personally dont like the card system for diplomacy all that much, I think it would be better if your influence simply acted as voting points available, without needing "cards" to influence votes. Instead, you would spend influence to buy action cards.

As diplomacy works now, the very first thing I do when the game starts is find and play a bearacracy card.. you end up with so many "leverage" cards that you can play for free, that you are pretty much unstopable.

It conflicts with ABEM.

Anyway, I once came up with a solution for the problem, but it remained in the theoretical stage - adding an empire ability (or an ability, period :P) to the player which changed the name of any player-owned object, and could be done any number of times instead of this card mumbo-jumbo. Don't remember how I intended to do it...

Did you consider adding these cards as an ability on the homeworld instead? Then they can be spawned on demand rather than coming up in the card carousel. Of course, if there's the appropriate hooks, abilities might let you do it without granting bonuses.
