Dystopia LUT

Description
I was upset that crime and disease ridden superfund sites looked all cheery and colorful. They are less so with this LUT. I might have overdone it with the darkness!

Wish there were more things that let you be evil. Tropico V hits all these spots but is not as good a city builder as this. :(
