What is a bit more long in the tooth would be actually having cims ride the rides, though I suppose you could benchmark off the bus or subway code.
Conceivably one could run something like roller coaster tycoon inside cities skylines, utilizing the tourism & other frameworks. You'd need another zone/district type to encapsulate parks containing multiple features and ability to charge entry fee's, give tax breaks etc. The other ridiculously cool thing would be a roller coaster building toolset! A goosed up train track tool would suffice. xD Cities skylines could make a great DLC off this IMO.
