Biskit's Clean Burner by Biskit

I took the existing trash burner and removed the smoke, added some placables, modified the costs to build and run, increased the garbage capacity and burn rate, but drastically reduced the pollution.

25/75 (noisy still)/25/25 - this is drastically reduced from the original numbers which were over 100

This is just the trash burner but a little bigger, with the same energy production. Increased cost, adjsuted worker need, but has a much smaller pollution footprint.
