To answer the questions:
The purpose of this asset is to distribute the traffic coming from the highway in the city, or to collect traffic from the city to go to the highway.
Each car that uses this assets, either enters or leaves the city -- there's no through traffic.

Does appear that the roundabout needs to be connected on the highway side otherwise the cars on the streets perpendicular to the highway can'r get from one side to the other.

For traffic on either of the roads at right angles to the highway, how do they get from one side to the other?

Do you mean plane as in a flat plane? Or did you mean Plain?
