I really don't know how are we supposed to use this. The wide avenue is a cut away point where we insert whatever road we need and a port/hub, cargo train station or whatever generates heavy traffic?

It appears to be a traffic sponge for a cargo train station. Allows backups on this section of road rather than your main roads.
