Description
Short Description:
This mod allows your empire to expand quicker and further, by reducing the culture cost of acquiring a new tile by 25%, financial cost by 10 gold, and allows your cities to expand to up to 8 rings.

Long Description:
There are already some mods out there that allow your empire to grow faster and further than in normal game. The concept is great, as it allows your empire to fill in these ugly holes in your borders more effective.
They are all great mods, but they either don't cover all the aspects of growing borders, or don’t tell you exactly how they work and what's their impact, or don't work as intended.

This mod by default:
• allows your cities to expand culturally to up to 8 rings instead of 5 (decreasing late game pointless AI city spam - the lands will be claimed further from your cities)
• decreases the cultural cost of acquiring new tiles on average by 25%, so that you can grow quicker and your empire looks like an empire, not like a collection of dots on the maps
• decreases the cost of buying a tile by 10 gold/tile (It would be unfair to only reduce the culture cost, as some empires focus rather on gold than culture)

What makes this mod different to others is an attached excel spreadsheet, allowing you to modify the 4 parameters changing the cultural cost, to suit your needs. Just open the attached xlsx file, change the values to your liking and see the impact, and then change the values in the xml file.

Other things you can tweak:
• In order to change the FINANCIAL cost of the first tile (and therefore apply it to every other), you can play with the following value in the xml file: PLOT_BASE_COST. (Game’s default is 50)
• In order to change how many tile rings can a city expand to culturally, change the following value in the xml file: MAXIMUM_ACQUIRE_PLOT_DISTANCE. (Game’s default is 5)
• In order to change the ratio of cultural borders growth for the City States, change the following value in the xml file: MINOR_CIV_PLOT_CULTURE_COST_MULTIPLIER, remembering that it represents %. (Game’s default is 150, and I haven’t changed this one finding it sensible)

Did not work for me. Are there any known incompatibilities with other mods, like IGE, really advanced setup or homesteaders? Was thinking maybe the latter in particular might be responsible?

i cant find the MAXIMUM_AQUIRE_PLOT_DISTANCE in the spreadsheet. one problem may be that i have windows so it opens the excel spreadsheet in open office. Either way i love this mod and as soon as i find the thing i need to find i will activate it

When writing this mod, the only purpose was to allow more control over borders expansion - so that we can decide how far and quickly they grow. I didn't want to include other features, which are already tackled by other great mods, so:
- this mod won't allow you to work the additional tiles, if you want this feature, you may want to consider WHoward's mod: http://www.picknmixmods.com/mods/72e3495c-054e-4a15-9c49-70e2ca197621/mod.html (it has to be installed with his dll)
- Regarding city spam I should have been more precise - AI may still build cities close to each other, the spam is decreased by having less land to grab, because the player and the tall civs will own more land. - For some reason increasing the buy distance doesn't work even if changing the proper parameter MAXIMUM_BUY_DISTANCE, my guess is it has to be changed in dll...

Potentially nice mod. But will AI still plop his cities 2 tiles away from each other? And does the mod allow your city to WORK tiles which are 8 tiles away?
