Red card is on the hotel, third floor, the rightmost room, with the window next to the red bricks house. The card itself is in the bed.

The devastator weapon is on top of the Lunar Apocalypse poster, part of a secret area.
Grab it, either with a jetpack or by blowing the crack on the opposite beach with a river and a ship, along with two atomic healths and two Assault Commanders will spawn near you.
