Make sure that the .mod file says 'path = "mod/[Modname]"' and not 'archive = "mod/[Modname]"'

I did exactly as you said but there is no manage button. :(

You must have it in the EUIV mods folder (Steam, not documents) and then if you load uo EUIV and seclect the content button on the main screen there should be a 'manage' button next to it. Click that.
