Better Armour and Shields

Description
This is a basic mod to improve armour and shield stats. It also decreases the capture points for provincial capitals.

Needs more description of what it actually does. Bc of the mod limit I'm not very tempted to get this mod, even thoo archers in my play-through are way to op and need somthing to countermeasure it.
