The good news, though, is that I copied your edits into the new file, and fixed the crash. Perhaps it's somehow related to the dlc subscription service (or having all dlc), since I'm using that, and you likely may not have.
And if I can't replicate the issue, I can't fix it. It seems to work just fine for me when I try.
I also just tested this out, and it worked with a new game and with an already saved game.
So I don't know what to tell you, but it seems its on your end.
