I openned a descusion about this problem on the forum. "Need a Ship Designer in the Main Menu", if you want to vent your frustration (in a positive way). Let the Devs know :D:

Check to make sure you have downloaded it. If you have, then you probably downloaded it after you started that game. Sadly you may need to start a new game once you download things. They need to make a Dhip Designer from the main menu, not in game would fix these issues. There was plans for it, just hope they haven't forgotten.
