If you are using a Windows system, they are already downloaded alongside SOMA and can be found in SOMA's steam folder. By default, it is located here:
C:\Program Files (x86)\Steam\steamapps\common\SOMA

However, if you are using a Mac or Linux system, as far as I know, the modding tools are not available.

How do I even find the HPL3 client or whatever? I have no idea where to start making maps, but I wanna.

@PortalMax: The map is not meant to be "played" in a way. It is for people to get an understanding of how to create custom modifications for SOMA. It comes with a playable map with a readable note as a sort of "side-tutorial" to figure out how to make Readables.

@KnuckleFish: Maybe they do know they can use the Level Editor, but they may not know where it is located. This discussion came up on the forums a few times, so for the sake of the unknown where they do not know where such files are, it is told here.

Dosen't everyone know they can just go into the games files and use the level editor to start making a map? Good tutorial though!
