If you're worried about tornadoes, under threat they have been fitted with a revolutionary functionality: they may be demolished! Once the coast is clear new ones may purchased. This process can be repeated as often as you see fit. Most mayors should have no problem affording the extra buck.
As for aircraft, you can tell your pilots not to fly near them. Alternatively you may place them where pilots do not fly.... I know it's hard to train reliable pilots, but that's a different issue that sometimes even affects subways...
