SITREP :
A Favela is under control by a gang , this gang is heavily armed though they don't have much training . Civilians live everyday with fear of shootouts , assassinations . It's time to end this , take out all gang members that are armed , clear the favela , be careful with the civilians.

everytime I press play scenario it keeps sending me back to the main menu what is going on??!!

If you edit the scenario so you can play it, all you really have to change is to add [BOPE] Combat Uniforms to BLUFOR and give them 1 first aid kit in the uniform; That's what I did.
