Report a translation problem
Now, navigate to C:\ProgramFiles(x86)\Steam\steamapps\common\Prison Architect\, create a data folder there, and extract the reform_programs.txt into it.
You subscribe to the mod so that it shows up for activation in the game (under Extras > Mods), then copy that text file into a folder called "data" in the root of the game directory so that it can actually run the mod code.
Don't know why it has to run that way, but then again, I'm running a GoG version of the game, not Steam.
