This stand-alone piece replaces Austria with Franz Joseph I of Austria-Hungary. This leader started the WHOLE series of world wars. After the assassination of the heir to the throne and nephew to Franz Joeph, Franz Ferdinand, Austria-Hungary declared war against and invaded Serbia triggering WW1. Within a matter of weeks all major powers in Europe were at war.

Franz Joseph I ruled for 68 years (3rd most of any European emperor or king in history). His specialty trait is the House of Habsburg giving +1 happiness for each new policy and a 35% culture cost reduction for new policies. However, Multi-Nationalism creates a 35% increase in unhappiness from the diverse ethnic and cultural racial groups living within the empire.

it's Franz Joseph, not Franz Joseph I, because there have never been in history a Franz Joseph II. Same as for Pope Francesco or Queen Victoria. See also the pics of his tomb in Vienna: just Franz Joseph engraved.

This thread is sickening. WWI was caused because multiple nations had multiple opportunities to not mobilize their armies, but decided to go ahead with war. The Balkans were the powder keg of Europe and were about to explode. The match just happened to come from the nationalistsic group "Black Hand," not affiliated with any goverment but in support of Serbian nationalism. The war could have just as easily been set off by Turkish ambitions, young and inexperienced leaders, or German militarism. Jesus christ people it seems as if you didn't have History as a subject in school.

Silly Joseph, and he was a good ruler before that.

Anyway, saying WW1 is someone's fault and that the others just got dragged in is stupid. The only country that fought in WW1 and was a victim was Belgium and Luxembourg... and maybe some Balkan states (I'm not sure about Albania, Montenegro, Macedonia and Greece).
All other countries were preparing for the war for a long time and were ready to go against each other. As I said, Serbia (they were planning on going to war in order to gain more territories in Balkans, oh and the assassination was supported by Serbian government) was preparing to fight Austria-Hungary (and vice-versa), Germany was preparing to fight just about everyone (except A-H), Britain was even preparing for a war against Russia, Turkey just waited for an opportunity, Bulgaria wanted revenge for the Balkan Wars, France & Russia wanted to divide german territory... etc...
All the assassination in Sarajevo did was providing a Casus Belli.

Ummm, no. A terrorist attack does not represent the "nation" of Serbia. The assassination attempt in of itself did not start WW1. Joseph's decision to unleash the full might of his military against Serbia is what started WW1. He did not have to attack an entire region of people because of what a few terrorists did. Joseph's own words were he didn't want to declare war on Serbia out of fear that Russia would join in against him, but instead he foolishly took the advice of his advisors instead of listening to the wisdom of his own experience.
