Description
Pops up a reminder if your undead character changes zones or uses the Rod of Recall while not wearing the Cloak of Deception.

If you aren't wearing the cloak of deception, A view from the gallery won't give the reward upon completion. It also won't give the achievement for reading a tome.

Sounds like a good idea... yet it is so tiny and you'd have to be a moron to not wear that item almost always...
