Halo 3 ODST Air Traffic Control (Skyline) Tank Music

With the recently given community reward reminding me this mod exists I realized how poorly constructed it was compared to what I make now, so for the almost 1,300 gamers who use this mod I've decided to completely overhaul it.

Replaces the tank music with the Air Traffic Control segment of the track Skyline from Halo 3 ODST's "NMPD HQ".
All tracks now fade out about three seconds before it loops.

Both this version and the new version linked below now include tank_metal.wav, which is what plays at the end of The Last Stand.
