You should play has Kalgan and put the AI's in this order 1-Quasarts 2-Trantor Empire 3-Arkandia 4-Krigan 5-Human resistance core The spawns aren't random, they spawn in exacly the planets assign for in this order. So make sure the Arkandians don't get the planet Trantor....
Finaly This Galaxy is nuts... Anyway you should play this map with my collection has the United Kalgan Federation because you will always spawn in the same planet... Kalgan TA DA... But with exacly the same moon and red planet from the faction wallpaper. This map is nuts lot of rings, the purple stars have 3 planets above class 18 to 25. All or most of starting planets are class 20. Some regions are heavely populated by precoursers planets and anomalys.This map utilizes content from DLC. The following DLC is required to play:

And Lorus is a class 25 planet and the ancient capital of the First Galactic Human Empire
