Better Embassy

Description
Makes the Embassy better and the process of recruiting heroes better.

Changes:
- Cost to recruit heroes by Rand(500)+800 to 500 gold.
- Recruit Time from (30000 TO 50000) to (10000 TO 20000).
- Recruited Heroes start at Rand(5)+3 from Rand(2)+2.
- Embassy Heroes sleep for 5000 from 30000.
- Embassy Build Cost is 5000 gold from 3000. [Initial Cost is higher]
- Embassy Build Multiplier is 2.5 from 3.5. [Multiplier is less; in long run, it is cheaper than original for multiple embassy built]
- Max HP increased to 750 from 300.
- Max Heroes increased to 8 from 2.
- SightRange increased from 200 to 400.

ahh, it looks like the first of your mods that doesn't make the game strictly easier. initial build cost increased, this is a step in the right direction. but max heroes 2->8, that's far too much. 4 is a good number.

Once I get finished with all the Northern Expansion "Better" Structures, I'll create a larger mod with all changes in a single mod.
