Leader: Lee Kuan Yew

UA: Economical Ascension -
For every 2 Tourism output by your civilization gain extra Gold and Culture, however this is increased by 15% during a Golden Age. Great People are earned +5% faster for every civilization you have become Exotic with.

UB: Merlion Statue -
Yields +2 Culture and +1 Gold. For every 8 Tourism this yields +1 more Culture.

UB: Singaporean Enterprise -
Yields +4 Gold and +2 Culture. During Golden Age, yields +2 Tourism.

I didn't check, but did you make sure to reference Cultural Diversity? That's often something people forget and it causes (in most cases) incompatibility.
