No Raid Storyteller

Description
Adds a new storyteller (Fiona Farmer) that hardly ever sends any raids to attack you. She's at the bottom of the list of storytellers

Thread says "should never send any raids at you". That doesn't mean it won't send any raids, just that it shouldn't. :)
