City Income

Description
Adds income by population for cities of all types. Mod likely unbalanced. Just gives an income boost for down the road in game.

@gartheastwood True enough, I just felt that the standard income in the game was lacking for how many billions of people and planets you had in an empire. This mod is used by the AI as well, though not all species can enjoy the benefits of it.

Any income boost is most welcome! (or you could just use Cheat Engine?)
