Phantasy Star II Text Adventures are Adventure games, developed and published by Sega, which were released in Japan in 1991 for the Sega Game Toshokan download service.

From Sega Retro:

The game takes place in autumn of AW 1282, about 2 years before the events of Phantasy Star II.

They were also released on two mega CD compilations, and on the Sega Ages 2500 Volume 32 Phantasy Star Complete Collection, obviously in japanese only, so if anyone wants to get them legally they can either search for the PS2 Sega Ages or download it for the PS3 in the Japanese Store (I think it was just 800 yens so buying a 1000 yens card online is enough). Unless Sega west decides to talk with the team MIJET I doubt they will ever translate and release them, they hardly translate new games today, they are obviously not going to do it with some osbcure text adventure from 25 years ago.

To be fair though, it's a REALLY old game extension that was only released on a limited download service in Japan and it was never intended for release in the states anyway.
