Claim Border Systems (Planetary Edicts Extension)

Description
Ever have a system *just* on the wrong side of a border with another empire? This mod is for you.

It will add a new Planetary Edict to all your planets: "Claim Border Systems". If this edict is activated the border around that planet will be extended.

I would like to see a smaller cheaper version of the Frontier Outpost that you could build to claim a single system. If you wanted it to expand its borders you would have to build a colony there later (perhaps after you get the right coloniztion tech researched)

@Gaz good idea and makes sense. If you are known as border-claimer, all your neighbors would have a more negative opinion of you in fear that it will happen to their borders.

@ Black Jack, good question, I think I have to remove it from the AI, since it does not know if it will gain a system from it, and even if it would, could probably not act on it correctly.

this should have a negative opinion modifier on the empire its used against. maybe make it optional for that to happen?
