*REQUIRES RISING TIDE DLC*

This mod changes the order of the units, buildings, and wonders in the city production menu. It sorts them in ascending order by production cost, whether that be energy, diplomatic capital, or turns.

i definitley think it's kztm's artifact helper, i had that one on too. (didn't have map pack)

@PKOlzen Thanks for letting me know. I think I know what the problem is, and it's definitely in this mod. I'll update this with the fix asap

Further update on the "turn not ending" glitch. If I made the captured city a puppet until unrest was over I didn't have any problems with ending my turn. Seems to be happening only when I annexed the city and I was needed to make a decision on what next to build. If the city 'Governor' was making the decisions, everything when smoothly once the question marks were gone from the production listing. Hope this helps as a temporary work-around for this problem.
